So I’m in Icecrown, doing my rare killing, and I notice how boring it is.
Most shards I’m on are DEAD. ZERO Alliance to be found.
I did find one shard with a 30 man Alliance raid, but that shard died almost immediately after we killed them.
So I began to wonder why this is the case. Why are most shards I’m seeing, even when I go out of my way to look for alive shards, dead?
And I’ve come to the conclusion that it’s because of the ease of shard hopping.
Let me explain.
ICC rares are faction-tagged.
This means that once a faction “secured” a rare, there is zero non-intrinsic incentive for the other faction to stay and fight if it won’t guarantee the rare flipping.
This causes a snowball effect where, if a shard becomes even slightly tilted to one side, the other side immediately opens group finder and gets out of that shard, creating polarization.
(Something similar happened in Classic.)
The end result is that you get lots of Alliance-only shards and lots of Horde-only shards with no way of going from one to the other (since there’s no Horde/Alliance to phase you in).
So what can be done to fix this?
Blizzard should make it where if you are on a shard where your faction is dominant, you should be allowed to “rephase” onto a shard where the other faction is dominant.
So let’s say I’m on a shard with all Horde, no Alliance. I’d be able to use this feature by clicking a button and porting to a shard with all Alliance, and no Horde.
Then I’d be able to make a group, bring some friends in, and contest the shard to see if we can wrestle it from the Alliance’s control.
Implementing this feature would only lead to more WPVP being done, and if you’re someone who prefers uncontested rares with no WPVP, then what are you doing in Warmode? 
This feature would, of course, only be usable when your faction is the dominant on the shard, so no “escaping” from the enemy faction if yours is the minority.
And, ideally, it would include NA with Oceanic, so folks who worry about “only Horde dominating” need not worry since Oceanic is Alliance-dominant.
we just wanted to play with them.
