Warcraftlogs wants me to validate myself on Blizzard WoW forums first before I can claim my TBC character on their website. Creating a post here for the first time on this character, and will be replying to and liking other posts until warcraftlogs acknowledges.

FYI to anyone trying to claim characters to warcraftlogs unsuccessfully, with the response message “character not found”. I found this answer.

If you’ve never been logged in a gruul, mag or kara run, then you won’t exist yet.
I had raided some with this character in Classic prior to TBC launch, but I can no longer access the report link, if there ever was one recorded at the time (i.e. last ZG raid done with former guild just before TBC launched, during pre-patch).
How I understand this information is that if this character was raid-logged at all during TBC-pre-patch, data was deleted or did not merge properly when warcraftlogs implimented their TBC portion of their website. And until I raid anything in TBC on this character, I will not see this character register or show up at all on warcraftlogs.
I hope this helps others out there on the forums who might be wondering about or having the same issue.
