Thanks for this advice. I will try it, although you’d think the quest information would have explained that talking to that guy first was a prerequisite.
Also, I could not post in that other thread since the moderator chose to move the thread to a topic unavailable to me. Hence, my reply here. I’ll let you know if the recommended solution worked.
If that’s the case where you have no subscription to reply in the proper community sub-forum, feel free to ask any future gameplay related questions you have over in Returning Player. It’s also available without active game time and has plenty of knowledgeable people available to answer you as well. It’s generally just a better place to ask gameplay questions not related to the game as a service. 
If you’ve recently added game time to your account however, logging in and out of the forum a few times will update the system on your account status and allow you to post in other areas as well.
Subscription lapsed. Long time player who stopped recently but trying to dabble a little with the FtP version. I checked out that forum that you suggested but it seems to have very little traffic. I’ll give it a try if I have issues in the future and see how it goes.
it doesn’t have a lot of traffic, but it has zero trolls, and questions are usually responded to by the few people who hang out there
