War Banner (PvP Talent) will now apply to players who were already crowd controlled before the banner was placed.

I think it’s just a bug fix where if you place a banner down when people are in CC it will reduce the duration of incoming CC as intended. It will not reduce the duration of CC you are already in. As usual Blizzards wording is terrible.

Its a bug fix so that when being spammed CC’d, you get the benefit.
If you got Sheep > Sheep without it breaking, the banner wouldn’t reduce the cooldown of the second sheep because it was treating it as a “refresh” instead of a new CC.
Like Exalter said, it’s bad wording.

ah thanks, blizz seems to have a hard time with tooltips, maybe they should hire someone for that.
like have you read the mind games tooltip?
I pray that this is the case. But if it were a bug wouldn’t they say something along the lines of “bug fixed, yada yada yada.” Just seems strange.
