I’m running 2 accounts, planning to level both at the same time.
Both accounts have The War Within and attempting to buy it on either will show that it’s already active.
The Starting questline is available on my first account, but not my 2nd. Both have completed all necessary quests.
Do you have the epic or higher version of the expansion on your 2nd account?

Is this on your Zandalari Troll Druid on the named WoW license?
It looks like you should be eligible for “Slept Like a Rock”, which should be pushed to you automatically. If it is not, you should be able to visit the Chamber of the Guardian to talk to Magni and pick up “A Mysterious Warning”.

I am having the same exact issue.
You only appear to have The War Within Epic Edition on one of the WoW licenses, Tatershot.

Same issue on my mage, Marrty. Someone said to do Harbringer, which I can’t get the right phase to complete it. Can’t grab a quest anywhere.
Check the Adventure Journal, the quest should be available in there.

There is, “The War Within”. Clicking “Accept Quest” does nothing except open my map.
Nothing available in the Chamber of the Guardian?
Only quests available underneath in the chamber are “Strengthen the Wards”, “Meet The Team”, and “Citizens of Dalaran”. I also never completed the “The Call of the Isles” quest on this toon if that matters.
Strengthen the Wards, Citizens of Dalaran and Meet the Team are all part of the introduction quests for the War Within that follow the original quests that were introduced with the pre-patch (which you appear to have completed on your Mage).

So do I need to complete those to get the War Within quest to start? As mentioned, when I click “Accept Quest” in the journal, it does nothing but open my map.
Update, my game was very bugged with Harbinger, and not being able to accept the War Within quest. But completing “Strengthen the Wards”, “Citizens of Dalaran” and “Meet the Team” ended with me on the Isle of Dorn. So although the start of everything was bugged for me, just keep going and it worked itself out

So I am understanding that you need to have at least the Epic edition on both accounts in order to have access to the content within the pre-release? That seems poorly designed, as there is no other advantage to purchasing the Epic edition on both accounts as the mounts/pets are shared between them regardless.

I’m not having this issue, but a friend of mine is. He is only getting TWW starting quests on his one character that he completed the Harbinger questline on. Is this quest required to start the expansion? I can’t test because I completed it on all my 70’s. (Yes all accounts involved have the Epic edition.)
The Epic edition includes early access, so it seems likely it might be. As far as I know you need it on the WoW license you want early access for.

All right, I’ll keep that in mind. It’s a bit confusing because of the way The War Within questline progresses, but I suspect that probably is my underlying issue. Thank you for your help.
Going to piggyback on this thread as well. Having an issue with the quest. When I open my Adventure guide as suggested, accepting the quest just opens my map. I’ve gone to Silithus and done the same and nothing happens. It just opens my map. This is on my WoW1 account. I do not have access to my other account that I for sure did all of this on. But when I look at the shop, it says Epic edition is in my library and since I’ve been on WoW1, I was able to do the quests for the pets when they released. No one in Dalaran has anything for me and I have no scroll to Silithus even though Jaina said she’d meet Magni there.
I’m not sure if the unlock for that is account-wide, simply license-wide, so has the Harbinger content been completed on your WoW1 just in case?
