I’m a new player and really curious how this war mode works in retail as of now, I say this cause https://us.battle.net/support/en/article/171707 I don’t feel is updated, maybe I’m stupid but I’m under the impression that I wouldn’t see people with war mode off or vice versa but I literally see people with it off and on in storm wind is this right as of now, or is it cause it’s main city

Yes, War mode On and War mode Off are two different instances of the game and will hide players of the opposite setting; note this only works outside of cities though.
Also they need to update it as you can set war mode OFF in oribos.

You can set warmode OFF in any resting place in the game.

They probably think it’s staying on because they aren’t phasing.
Because Oribos is like SW and Org and wm on and off is shared.

I’ve only found WM can be enabled/disabled in either Stormwind or Orgrimmar.

It is only enabled in those two places, but can be disabled in any resting place.
