This has been one of the longest PTRās in recent WoW history. It is not too soon. And that is the sort of thing that could be changed with a later patch.
The Warcraft Devs account announced again, today, that the patch is still scheduled for next week. Itās happening on the 14th, even if you do not want it to.
Oh, I want the patch yesterday! Iām just worried it will ship, mark it finished, and never fix the tails.
That said, yea, it should be hotfixable at some point. Since the patterns work on wowhead and such, it apparently exists within the shader/material somewhere. It could be a server-side problem with PTR where the variable just isnāt being sent or saved properly.
What does RC stand for?
Release candidate.
Case in point, with 8.3 they are adding the proper shine to Worgen eyes for their new faces (Wowhead just ran a story on this). Nothing live is set in stone. Butā¦ it is possible that the removal of stripes from the tails was an intentional design decision, especially since they have not returned in the many builds since. I do hope it is revisited as an option in the future, though. More options is always nice.
how do you change between languages?
I assumed you just spoke orcish.
In the Chat Options (click the bubble symbol next to the chat box), choose Language, Vulpera.

I wouldnāt say the Vulpera language is pointless. Vulpera need a way to communicate so they can achieve world domination once the fox-pocalypse happens! 
Hmmm Vulpera have own language only other Vulpera speak language no one else makes sense so we can take over Azeroth.

Not pointless for RPers like myself~
This PTR is still full of bugs. NPCs like some high elves, all druids of the flame and all dark rangers (both kaldorei and sinādorei models) are using incorrect eye colors.
And thereās no opening cutscene/narration when you make a new vulpera (thought thereās one for mechagnomes). Also, the music from Kiroās flute in Orgrimmar is not playing anymore. (Seems fixed now, but it wasnāt working last night after the update. Maybe itās an infrequent bug)
Allied race DKs have no new skins or hair colors as well.
We are one week away from release, so Iām a little worried about those things not being fixed.
I think Blizz is still working on this or is still keeping it locked until the patch is released.
To fix this just log out and back in. but i agree does need to be fixed.
I dont think Blizz is going to making new specific dk skins for the ar dkās if they are it wont be till 8.3.5 or 9.0
the PTR is normally a few builds behind what they release.
They give us what they want to be tested.
So its normal for there to be some issues. 90% of the time they donāt make it into the patch.
And im 99% sure DKās arenāt getting new options.
Maybe for shadowlands release but not for the prepurchase.
Well, you can check yourself. If you look at the class lists while creating an Allied Race or Pandaren, Death Knight is very much grayed out and gives a ārequires Shadowlands pre-purchaseā when you mouse over. (And, yes, I have Shadowlands pre-ordered, since the first day the pre-orders began)
Maybe Mr. GM is using some sort of offline/model viewer-type version of WoW? Because it does not seem possible on the proper PTR.
Yes, MrGM uses a private server of his own, as well as modifications on the client, to access unavailable options.

Besides, foxes have been my spirit animals for well over 3 decades. I feel comfortable associating with them
