From what I can see it the thread was taking a turn and needed some heavy moderation. I’m not sure if they are still reviewing it or it was deemed unsalvageable. I’d recommend submitting a forum appeal with the URL to inquire if you haven’t already.
It’s possible they just forgot to unlock it once they were done.

We used to have a specific forum appeal category but I think it’s been bundled with any account appeal. This should work here.
