Basically, no the numbers don’t matter. Tested it some with a guildie tonight.
Against a naked player (20,821 hp) I hit a 84,889 Starsurge on my screen (and in my combat log). Log showed a hit for 79,663, with 363 absorbed and a 4863 overkill. Tell me how that maths out. What makes it even better, in his combat log my Starsurge hit for just barely over 21,000, like a 300 overkill.
Tested it the other way around, he hit me with Moonfire (still naked) and on his screen it was ticking for ~320 damage, for me and in my log it was hitting for about 1180 per tick.
So unless your opponent is the exact same ilvl (and who knows what other factors - with the exact same number of sockets apparently) the numbers you see are incorrect. This goes for damage and healing.
This makes me wonder if leveling up your neck makes you weaker too. Because your neck ilvl goes up so the system probably tries to scale you down.
How mad would abom be?
it prob would but the damage would prob ramp up far slower than opponents defense would point for point, you would prob see haste affecting it to proc more often net more damage than anything versa would do
Ok so my warrior is 468ilvl and nearly full sockets what do i do do i keep gems…??? Can someone carry me mythic raid…??? Can someone q with my warrior??? No self heal but high vers!!
If there wasn’t such a massive ilvl/stat gap in between seasons and ridiculous amounts of borrowed power, then there would be no need for a system that prevents lower ilvl characters from getting 2 shotted.
Ty for taking the time to post this. I feel so much better now farming visions endlessly for full sockets only to potentially decrease my performance.

Well of course the higher any item level goes up it tries to scale you down. The thing is essences are like Azerite. So if you have a really high neck and lower gear that isn’t socketed your essences will hit harder. Since higher item neck greatly increases the power of the essence.
Just like having a Drest trinket lowering your item lvl will make the Drest hit harder. Which is where this system can be really abused as you can combine certain things to make really wonky geared 1 shot builds.
So things like Azerite, Essences, Trinkets you want to be high as lvl as possible ( in most cases ) if they do dmg. Nothing changed there really.
Rextroy did do naked 1 shots and trinket 1 shots using lower gear. So it’s just about manipulating the system around what you want to pump.
Now we go down a road of really weird test to try and Min/Max like a CoD arms warrior his CoD probably hits way harder if no gems. The proc should do way more dmg if he is lower item level.
Does Blizzard really want us to have to test all this for BiS gear sets? Mind blowing.
