You can’t because originally part of the TBC content was supposed to be included in OG Vanilla WoW.
TBC is the game at its peak.
Lol, many of the questlines alone, the areas such as the randomly gated off instance in SW, Hyjal zone etc, Wow classic/vanilla has tons of stuff that was never finished/implemented/ditched.
Tons of quests just end for no reason and with no conclusion, Lots of systems are just poorly thought out as when it first launched, we had no idea what was good/bad. Wow vanilla and by extension classic were blizzards first shot at an mmo and while it was good, it was certainly sloppy, broken and a learning process. They took all they learned and put it into tbc, clearly they had learned a lot.

I don’t doubt you are right. Building the world, creating the ambiance and quests and story are/were an immense undertaking. When I was a programmer, the guy who taught me java said that when you’re in commercial software there comes a point when you have to ‘ship the pig’. What this means is the software isn’t finished as far as the creators/developers are concerned, but you have to release it anyway because of contractual obligations or financial considerations. Possibly more of the intended aspects were released in later xpacs but there were doubtless a number of ideas that didn’t make the deadline and were never revisited later.
You’re not wrong. But even TBC isn’t a complete game. It’s just more complete than classic/vanilla was.
They could perfect TBC this time around if they wanted to, but based on there attitude with drums and refusal to increase boss HP, it’s clear they don’t know how to perfect the game and are playing it safe.
