Same issue here, tried different characters as well as trying to do step 2 to see if that one would trigger(not sure if you can do them out of order), but nothing works.

I’m also having this issue. Put in a bug report to so we have another report in their database. Hopefully a Hotfix will fix it soonly.

Have had the same problem at the Gate. Tried everything. For anyone not willing to wait for the fix, a friend with Baa’l and full Uuna went with me to the volcano. He could not see Baa’l at first, but did the party sync. His Uuna was able to attack Baa’l and I could then defeat her in the pet battle.

Good and bad news, Birbman! The bad news is, we did begin to get contacts about this on Tuesday, and based on that our QA team did test this and was able to confirm there’s currently a bug.
We’re not aware of any way players can manually get around this bug at this time.
The good news is the developers are aware of the bug, and will be working to get it fixed. I can’t give you any kind of an ETA, since I don’t know if it’s something really simple, or will be a complex fix, but do know a fix is in the works!

I’ve also been unable to complete and it seems bugged, but the responses I’ve gotten have basically told that it isn’t bugged, or that they haven’t received any bug reports about it. So I reported it… Still waiting… Still frustrated.
Quick Edit: My girlfriend also cannot complete it, we did the rest of the steps together.

Same as you all - vale of eternal blossom, no luck, tried about 4x over 2 weeks now.
I submitted a ticket, got the generic response, you know “abandon and accept the quest again” type of stuff. Replied asking them to kindly read my request re: Uuna. Then I got a response from support saying "thanks, but we have no bug reports on Uuna - please visit wowhead (link) and open a bug report if you feel like there’s an issue.
Guess I’ll try that now

No workaround. It triggers when it wants to, if it wants to, regardless of where you are in the coordinates, or if you’ve been there a few minutes, hours, or days. The only thing to do is either wait for a fix by Blizz, or keep trying, roaming around. I personally just left a character at the gate and I log on her before logging out of the game after doing any activity to see if Uuna triggers.

Unna still bugged, but can confirm you can still do Baa’l pebbles and get Baa’l. After getting all the pebbles I camped Baa’l and in about 20 mins a Horde Tauren showed up and summoned his Unna who nerfed Baa’l…got him!

Yes, currently there are some workarounds Baa’l: if you know somebody who can weaken him (I’ve been told/ have read a few times that someone who already did Baa’l and has full Uuna can party sync and will see Baa’l again, thus his/her Uuna can debuff him), or if you happen to come across someone random who does it, you can get Baa’l.

I wonder if this problem is compounded by the fact that mantid invasion is active, even though I’ve tested the time reverse for vale the phasing around it seems so buggy.

I’ve tried it with Mantid, Black Empire, and whomever else I’ve seen there. Still no change.
Even sat AFK for an hour or so. Nothing.

In the mean time I made a custom party finder for someone who had unna/b’aal already, and used party sync B’aal can get debuffed and the rest of the group can battle and get their item. (It filled up very fast)
Unna however will remain a standstill for now.

I was very lucky. The WoW Secret Discord has a channel for battle-pets and I asked in there for help - got a few replies, even had a player who has left B’aal’s quest incomplete (doesn’t have the pet) just so they can help folks who are stuck due to the bug. So at least you can get B’aal.
