will I get 30 days time if I upgrade to Ultimate edition from Basic-Welcome offer?
If you upgrade from basic to Epic, you’d get 20 days of game time. I’m not sure what the welcome back offer is and didn’t see it in the store.

I believe they’re referring to the promotion Blizz ran back in April:
It does not appear to be running anymore, and I do not believe it applied to upgrade purchases when it was.
Since you’re upgrading to the Ultimate edition in normal purchase fashion, the 30 days should indeed be granted. The additional 30 days granted for that Base edition won’t override the standard offer… or should not, at least. I reckon a ticket to a GM will be in order if it does, as I cannot find anything documenting such an outcome.
