Yes. A majority of people prefer to feel that they’re the one making the win happen. Further, if you make a mistake as a dps, usually the outcome is just that you don’t win, where if you make a mistake as a healer you almost certainly lose right there. These two factors are the biggest reasons why people don’t heal.
I absolutely disagree. The game is and always has been balanced around the presence of healers and most classes don’t function without a healer. You would need to rebalance the ENTIRETY of pvp… just so you could get slightly faster Qs? That’s absurd. This is very much a “you think you do, but you don’t”.
If healers got MMR for going 3-3 every time, then they would almost always be playing at a higher level than they are experienced to do. Yes, it does happen sometimes and it’s bad for everyone involved when it does. If you got MMR for going 3-3, it would happen EVERY time.
You cannot make a change that disproportionately rewards healers for going even.
You are, though. To make a game mode without healers would invalidate well over half of the specs.
I hear you, long Qs can be frustrating, but what would be significantly more detrimental and frustrating to players would be them “auto losing in champ select” because they didn’t get a healer.
I think that the first change that needs to be made to introduce players to pvp and address retention would be something akin to big debuffs baseline. There are far too many important abilities that can instantly end the game if not responded to and aren’t immediately visible. This makes it REALLY hard for new people to learn. Also DRs are similarly important and not directly viewable.

6v6 solo Q RBGs with 1 healer.
Instead of 1 healer per 2 dps ratio it can be 1 healer for 5 dps; 2.5x more efficient.
Also, I’m fairly certain that BGs would be a LOT more popular to the average player than arenas.
Also there’s zero reason healers shouldnt get gold bags for winning games (it would have to be winning so people dont just sign up to int 0-6 for a gold bag). There is already next to no pvp gold income where gear/enchants are arguable more important.
