If you queue up with a 270 item level for level 120 pvp you will die a lot and likely contribute to your teams loss. Why do people expect this to be different at lower level brackets?
If you choose to power level with heirloom gear and whatever other xp bonuses you can get you will not be as strong as people leveling slowly and turning xp off. Why is this a surprise?
Not everyone is interested in speeding through the lower levels, this game is not only about getting to 120.
It is called WORLD of Warcraft, not just Kul Tiras/Zandalar. You experience the rest of the world at lower levels and you level up too fast to do the lower content if using xp bonuses and not turning xp off every now and then. Lower level pvp is part of the low level experience and there is nothing wrong with being geared for low level pvp, just like there is nothing wrong with gear disparity from a fresh 120 and a 380+ in 120 pvp.
Nobody is forcing you to power level, you don’t even need to always turn xp off, just level a little more slowly and do some quests for gear, you can look up what is good gear for the bracket you are in and do those. If you are power leveling and using all heirlooms, and the non heirloom gear you have is all underleveled junk expect to lose.
The goal for characters leveling is not to acquire BiS gear at every stage of the leveling proces. It’s just to… well, level.
120 is the bracket in which classes, specs, and gear are balanced around. No one is leveling through it because there is no bracket after it.
This may come as a shock to you, but people leveling don’t enjoy being pitted against players who halt their experience gain and hunt for the best possible gear to garner the greatest possible advantage against others.
It isn’t reasonable to treat every bracket from levels 10 to 119 as though they are end game.

We get it, you love farming players who don’t stand a chance. That’s how you play. Some people get their kicks circling hellfire peninsula and camping lowbies until they log out.
That’s fine. I mean, it’s permitted for a reason right? Just don’t expect people to have zero objections to it- especially considering that it was a non-issue just one expansion ago.

If a twink has any decent skill, they can obliterate the leveler. There’s no denying that the gear is a sizable advantage. No one is claiming that it necessarily outpaces skill in determining the outcome of an encounter.
What will always be a thing? Levers not being at the center of leveling? No, I’m pretty sure this is only true of low level battlegrounds. Maybe I’m misunderstanding what you’ve said here since it makes no sense. Please clarify.
Yep, now we just need to get enchanted, level-relevant blue gear in all the non-heirloom slots and blam! Instant competitive experience!
Or twinks could have been kept in their own bracket.
I suppose your experience takes precedence over those of every PvP’er who wants to level an alt or reroll. Gotta wait until 120 to enjoy our content of choice.
I’d argue that twinks are the ones making excuses for their need to summer slam all over players leveling. You can point to the super awesome twink community and how vastly different/improved it is compared to end game all you like. All in all, you love fighting players who don’t stand a chance.
It is what it is. Blizzard agrees with you, not me. It’s just frustrating to have a common sense system implemented at long last (separate brackets) to have it pulled away later.
