I think it’s bugged, unfortunately.
If it’s undeleting a character, the best I can tell you is that it’s 7 days down to the second of your last undelete and I believe that the cooldown is battle.net wide too.
As you mentioned, it is possible a wonderful Blue might be able to take a peak and see when you’ll be able to use it next.
Here’s hoping they bring back or fix the timer not showing up.

Yes, the little tooltip when mousing over the restore button hasn’t been displaying for some time.
It might’ve been 10.0.5?
