Whether its the absolute last depends on if you count specs such as frost mage. The point is, Balance was an underperforming spec and then was nerfed. Even more critically, the nerf encourages not dpsing on trash. This doesnt feel good, it doesnt feel fun.
Frost mage is a DPS spec, so yes, anyone being honest would count it.
A bug was fixed. They were not nerfed. And it still isn’t last.
It wasn’t bugged. It was stat snapshotting, the same way it has always worked, including in the original cata. It was simply projected to be too good if fully stacked with a second set of gear. This kind of misinformation, that people falsely believe that the nerf was a bug fix, is the kind of thing that happens as a result of blizzard’s failure to communicate the change.

They didnt say anything officially. We are left with inferring the intent because they haven’t communicated it. The change that occurred however, did not address a bug. Stats snapshotting in eclipse was how it originally worked, how it has always worked. While the intent of the change was not communicated, I can say for a fact that it is not true that it was a bug.

Anyway, Blizzard fixes bugs. No, Blizzard does not communicate every bug fix. Should they? I guess, if people are that inclined to read thousands of bug fixes in patch notes.
Regardless, Balance druid is more than fine damage wise. They are below average but still competitive and perfectly viable for the type of content you run specifically.

That does not mean anything. Did you not play Classic Wrath? Things that were not fixed back in original Wrath were fixed in Classic Wrath.

Eclipse snapshotting mastery stat is how it has always worked. It is a known, intended, and accepted part of how the game works. You are simply misinformed on the matter. I appreciate skepticism, feel free to ask anyone who has played World of Warcraft in past expansions, stat snapshotting is a well explored technique.
That’s not up for you to decide. That’s up to Blizzard because it’s their game and not yours. They’ve decided that it’s not intended nor accepted, which is why the removed it. There’s no further debate needed on the matter.

It wouldn’t be a bug, its just not an intended way to play the spec. You can still abuse it everywhere but raid fights.
Changing it was a good thing. Had to be done. The way it was changed was not great. Not fun at all.
