I’m level 60, guildie is level 50. At level 50 shouldn’t he be able to queue for random Shadowlands dungeons? I did it solo; he already did his introductory quest as well. His item level is 87. When I opt to attempt to queue for a Specific Dungeon, it says (50-60) but when I attempt to queue us it says he “must advance to a higher level”, despite already being 50… >.>

It is not a higher level that he needs but item level. You need to be ilvl 90 to que for normal dungeons at 50.
Unless he is doing the story line and then I believe that he needs to progress in the story a bit to unlock them…

Depending on their progress into the Shadowlands, Fastidious, they may only have a limited number of dungeons available to them. For example Halls of Atonement generally doesn’t become available until they progress to Maldraxxus and start questing through that area. The only exception would be if they already leveled and alt character and have selected the Threads of Fate option.
