Same issue here, unable to pick a Falling Star quest even though i have done all the main quest from TWW and a lot of the legion content. Have tried many “fixes” but no luck with the phasing of khad gar.

This includes doing the Tele Rift content with Alleria, my Shaman had already done TWW/and Dorn hearth, but had to go back and do the Rift content as well before I could turn in A Falling Star.
This is still an issue
Was having this issue, but was able to turn in.
You need to do the The Harbringer quest line starting with Door to the Ren’dorei from Alleria that is standing there in the room.
You’ll need to hit your tracking and make sure Low-Level Quests are checked and visible.
Once I went through the questline, Khadgar showed up and I was able to turn in the quest. Funny thing is, there are two Khadgars standing next to each other.
Just wanted to add that if you do not have TWW installed there is no way to turn in A Falling Star at all. The gold ? remains on the minimap for the downstairs Khadgar but he only offers speech options when you visit him.
