Same issue. Harbinger quest line complete, Khadgar only has the options to talk about current events.

I can’t turn in the quest either. I have done the harbinger stuff on my DK, but i am not getting anything on my paladin. Like, i understand that the War within takes priority but it’s just frustrating, i can’t even get the quest for the harbinger on my paladin. Granted, i never did Dragonflight stuff, i just used the prepatch event to level up to 70 but still…
same issues here, BTW how to check the finished questline in game? like Harbringer quest finish or unfinished yet…

BRO… a month and a half people have been posting about this same issue, and now im experiencing it as im trying to finish up the last couple class order hall quest lines… how incompetent do you have to be to incapable of fixing a simple phasing issue for a quest turn in.

Appears that the latest campaign quest for Harbinger disrupted Khadgar for the entire class halls of every single class for A Fallen Star. The turn in for A fallen star is in the chamber of the guardian which happens to also be used for this latest War Within questline.

At least there’s still info on this, so I know to keep waiting on all of my Legion stuff I still haven’t gotten started with … perhaps Dalaran needs a Zidormi fix?

Can’t believe this. I don’t want to play TWW yet, wanted to chill this weekend and do the Legion Class Quests on my Monk (EU Realm), and yeah… that’s it. Really, Blizzard? Why in the world would I even consider buying the new expansion if I constantly run into issues like this? Really, I’m already done with the new xpac without ever having owned it. Wow.
Edit: I also can’t turn in the quest “The Tranquil Forest” as Khadgar is nowhere to be seen on Krasus’ Landing…
Edit 2: Can’t pick up the quest “Cavern Cleaning” in Stormheim as Vyranoth is missing as well. COME ON Blizzard?!

having the same issue and customer support hasn’t been helpful.
I too am having issues turning this quest in. I completed it, ready to turn in the Chamber of the Guardians. Khadgar only has two options, , “Can you tell me more about Xal’atath and her role as Harbinger?”.
I abandoned the quest and did it a second time… Same issue, no option to turn in the quest.
Please fix this Blizzard, or heck, manually go in and complete it on my profile so I can advance…
As of 8/28/2024: Can confirm that if you complete the intro quests for The War Within, and get yourself to Dornogal, bind at the Inn there, then use your Dalaran Hearthstone toy to return to Legion Dalaran, Khadgar is there and you can turn in the quest!
