I’ve been attempting to do so, and despite both Beast Lore and WoW Petopia saying the pets should be tamable, clicking the tame button gives me the error “Creature is not tamable”. Have tried both the Azure Serpent in Shado-Pan Monastery and Tsulong in Terrace of Endless Spring, both before and after using the tome required to tame Cloud Serpents. Both attempts were on a Pandaren hunter as well.

Yeah, some people can’t tame them at all while others can. Personally, I had no luck in Terrace on 25 heroic. I tried Shado-Pan Monastery on heroic and was unable to tame that one too. Then I switched to normal difficulty for Shado-Pan Monastery and was able to tame it that way.
As I understand it, they’re not available until Shadowlands hits, according to Wowhead, but that could be based on old information. I was able to get the tome, but unable to tame one.
Your advice worked, I had tried 25 heroic on the raid and heroic on the dungeon, but swapping to normal let me tame it. Very strange that it wouldn’t work on any difficulty, but thank you for the idea.
Cant tame any of them. I tried all difficulties and even all specs
I made a post just a bit ago about this same problem - I did see another Pandaren Hunter run past me with Zhao-Ren as his pet, so it seems to be working for some but not for others… 
Must be old info, I have seen a Pandaren Hunter in-game with a Cloud Serpent pet - working for some not for others seems to be the consensus.
I’ve seen a Vulpera hunter with Cloud Serpent pets, yet my Pandaren hunter still can’t tame a single Cloud Serpent. (Yes, she has the Cloud Serpent rep., bought the book and learned the spell.)
For giggles, I tried taming a Cloud Serpent on my Belf hunter; apparently, it’s broken for all of my hunters.
I was able to tame a red one from timeless isle on my belf hunter, but the other colors aren’t available.
You need to buy a book to tame cloud serpents if you’re not a Pandaren hunter. Pandaren hunters are able to tame without it. Book is bought from San Redscale in Jade forest, but you have to be exalted with Order of the Cloud Serpent to get it.
I have also tamed the serpent from first boss in Monastery on my Pandaren hunter
Did you ever get this to work. I don’t seem to be able to do it either. So I remade the character.
What spec were you?
I tried this with even a new hunter and I still do not “Have the ability to tame cloud serpents”, even though I am a pandaren.

Also not all cloud serpents are tameable, there are… 6 I think you can tame I believe. Pettopia has updated on the ones that can be tamed, most are bosses or the elite red ones on Timeless isle.
I have remade my Pandaren Hunter twice now to see if that would fix this same issues, but it seems that the innate Cloud Serpent taming is still bugged. I’m half-tempted to just farm the Order rep and buy the book and see if that would even work at this point, but I’m worried that it may remain bugged either way, due to the issues the tome is having as well
