I am currently subscribed to WoW for 6 months. Recently I tried to change it to 12 months but I am facing some failures from Payment gateway side. After trying with multiple cards/accounts the issue persisted.
I have raised a ticket but the customer support were not able to adequately identify the reason.
After checking with bank I came to know about a new set of guidelines put in place by my Country. I am playing from India and our Federal banking System requires the merchants to setup security measure like a 2 factor authentication with merchants.
The banks have already listed the merchants who are compatible with this new framework and Blizzard is not part of it. I am unable to share the link here but a quick google search of following text can get the list of approved merchants.

Given the lower number of players playing/paying from India compared to the rest of the world and the additional overhead needed to get Blizzard on to this list I am not sure how I can get the 12 month Subscription anymore. Also I am not sure what will happen after my current subscription of 6 month ends. The bank may deny it or allow if the amount seems to be low from their lenses.
If possible please help me with following queries.
- Is there any other way I can keep subscribed other than a credit card? Paypal is also not an option because they also need a credit card setup in the first place I think.
- Can I make an upfront payment of 12 months game time and still receive the rewards?
- Seeing Google, Microsoft , Facebook etc. in the approved list of merchants in the future will Blizzard be able to do what is necessary to be part of this list?
- If any Indian players out there who were able to find a solution here please share it.
Have you tried setting it up through paypal?
That is the issue for anyone wanting to do a sub through Paypal.
It does not seem this person is going to be able to buy a sub with the current restrictions they describe.
Game time, sure, but not a re-occuring sub. That makes it hard to get the 12 month sub rewards I think they want.
Not sure CS would have any info on the banking system regulations though. That seems like something corporate handles.

I know, I know, it’s early, but maybe you might need a bit more coffee. 
At any rate–OP, the only way to get the 12-month is indeed through a subscription. CS won’t really be able to tell you of any future plans–they really only find out when we do, maybe only shortly before… and won’t be able to say unless they’re told they can by corporate.
At this point, it does sound like your only option is prepaid BNet or time cards, and even then, they won’t get you the sub bonuses. I’m sorry, OP.

Within the past couple of days, people had to agree to a new Terms of Use. My understanding was that the changes to the ToU were directed towards purchases made from outside the NA region.
Not being able to make a new sub may be part of it
, but perhaps more clarification may occur when the Support Forum Agents arrive at work.

Paypal does require a card.
You are not able to set that up with paypal?

Have you tried looking for 60 day time card most magor grocery retailers should sell them or corner store convienience stores.
This seems awfully reaching to try and make some point of the game dying, yada yada yada. How or why Blizzard is not on a particular merchant’s list most likely has absolutely no reasoning that even touches player numbers. Much as people like to throw out that “hur hur small indie company”, Blizzard and World of Warcraft itself are still running just fine to keep providing content month after month, year after year - regardless of what the population is estimated to be at capacity wise. Considering that information has not been formally or officially released by Blizzard or their parent company for many, many years? Neither you nor I nor anyone else has any way of knowing and comparing the number of active subscriptions beyond Blizzard themselves.
With all of the international laws and such that govern these things? Perhaps it is something Blizzard is working on complying with, or perhaps it’s something your country is trying to tap down on with gaming companies. It’s hard to say with all of the jargon and red tape that goes on between the legal departments and the corporations and such that all have to come to the table exactly what is in the works and what isn’t, and likely the answer won’t be found here as this forum is one for players to assist other players. This isn’t a contact point for Blizzard staff outside of our SFAs and they do not make these decisions.

You can use game time cards to pay for time on your account. It doesn’t count as a sub for promos that requires a card on file to use.
Heyo, fellow Indian player here I noticed these RBI guidelines too and now I can’t even sub for a month now . I’m just using ingame gold to pay for my game time for the time being after my gold runs out maybe ill just pay for it with tokens or just gonna use the 60d game time service.
Sorry but those are the only solutions I could think of right now. Or just move out of this country that’s what my plan is (ofc not just for WoW lmao).
