I have been running Torghast for 2 weeks at layer 3 twice last week and layer 6 twice this week. I’ve rescued Baine.
However, I am unable to start the quest to rescue Jaina. The quest: Information for a Price has not appeared while in Torghast on any Layer and I do not see the required items in the vendors.
I’m experiencing the exact issue. I have Remnants of Hope completed but this quest has not become available from Bolvar.
I mentioned in another thread, I think the quests are weekly gated not date gated.
That is each week you can do xyz and if you miss a week you will be one week behind.
What I would have expected is for it to work like renown and have a catch up.
Basically I missed week one and I don’t have it, a friend who did everything week one got it.
Maybe, but I had Remnants of Hope available last week and completed it before the reset. Even if it was weekly gated, I should have had it presented to me at this reset.
I did Remnants of Hope last week and then got the same quest again this week instead of the Information for a Price. I thought Remnants of Hope was just going to be a weekly quest, but then my friends were on Information for a Price.
Same issue here. I have not missed any weeks and this quest is not appearing for me.
Time gating sucks. Just another way to string players along with minimal content.

Same, someone from blizzard needs to look into this and give us a blue post.
I am experiencing this issue as well. I submitted a ticket and got boilerplate resolution. I haven’t been able to find a quest I would be missing or progress I would be missing to progress on this.
WE NEED A BLUE POST PLEASE. A simple blue post explainer would help a lot right now. Or even an acknowledgement of the issue in a blue post.
I too have this issue and it’s really annoying. I could upgrade my legendary this week, but apparently Bolvar doesn’t think I’m cool enough to save Jaina yet.
Ahh well that kills that theory. 
Well, I recently completed Remnants of Hope, and Bolvar don’t have Information for a Price.
If the theory of weekly gated is true, then this is bad, I was spoiled of every Jaina chain from my guild mates, and probably will be spoiled of the next quests too.
I am having this exact same issue. My guild can not figure it out either - I have done everything recommended to me and no one knows why this is happening. But I think I know why.
I was on the quest “Remnants of Hope” and needed to free 10 souls remnants from Torghast. I got a anima cell that granted me 10 souls, and the quest completed itself. It might be possible that this anima cell bugged the quest. Maybe??
Had the same issue. Got the usual canned answer from Blizzard about how the quest chain unlocks the next step weekly. I’ve been doing my torghast quests religiously every week, and did everything Bolvar gave me up to and including rescuing Baine last week. No quest for more souls this week.
Same. I’ve completed the previous, but can’t do this. My guildie would like help rescuing Jaina, but I can’t get the quest… -_-
I am having the same issue, ive done all and got the 10 remnants quest again this week and then nothing. sucks being behind everyone now.
Same issue, got the same quest 2 weeks in a row. Now i’m 1 week behind the bulk of the player base.

Bug Report forum is not a conversation, and it’s not for troubleshooting. It’s strictly one-way: player reports bug, QA assesses report and forwards to the devs if it looks legit, devs fix bug when they get to it. At no point does a Blizzard representative in this forum troubleshoot or confirm/deny whether the reported behavior is a bug.
