I do not seem to be able to purchase a token from the wow shop for some reason. I have been able to in the past but the option seems to have been removed. Is this a part of the recently introduced restrictions?

Are you getting any errors? And you are in game, not on the character select screen.

No Errors, and I am in game at the character selection screen. I have made this transaction in the past, not sure why, but it is not working now.
To buy a token for sale on the AH you need to be on the character you intend to put it on the AH with, not on the select screen. You can buy the gold one from the select screen if you have the gold on the server, and your account is out of time.

It shouldn’t be, Zeiaat, if you were unable to purchase a WoW Token because of that you would be getting a specific error.
Your license has made a purchase of game time since 2017, so you wouldn’t have that restriction.
Where are you attempting to make the purchase from? If it’s been removed, that sounds like you aren’t on the correct version of WoW to purchase a WoW Token.
Is this WotLK Classic or Classic Era? If Classic Era, that would be why you cannot buy a WoW Token, they simply aren’t available in Classic Era.
You can purchase the WoW Token in WotLK Classic and Modern WoW only.

This WOTLK classic, I am in the shop, but there is no token button on the left. Only services and Upgrades.
I am suspicious that this is a larger problem than is being reported at the moment because the price of tokens is skyrocketing (tokens were around 4k 4 weeks ago, now nearly 10k) despite the new restrictions on their purchase. This would reflect a scarcity of tokens and perhaps a wider spread problem with purchasing them.
Are you on the character selection screen or in game?
The WoW Token must be associated with a character, so you won’t be able to purchase it from the character selection screen. You must log in.

yes, that button does not appear…Only Services and Upgrades. Oh and I am seeing that at character select…or rather not seeing it, and now, having logged in, I not see the button in game either.
You don’t appear to be in-game at the moment, Zeiaat, the last character I see was logged into Classic Era.
Are you sure you are logged into the game? What zone is your character in? Can you link a screenshot of the shop screen, like I have above?
If you are seeing Upgrades, that sounds like the shop screen from the character selection screen. “Upgrades” isn’t available from in-game.

Understandable confusion, the shop is a bit different depending on where you are looking at it from. As I said, WoW Tokens must be associated with a character so they can only be purchased on a character.
