Hello, I’ve been replaying the war campaign with my wife, who has never played through it before, she’s very new to WoW and playing through all the story has been fun.
We just finished the quest “With Prince in Tow,” and now the next quest is not populating for her but it is for me. The characters we’re playing on have done all of the same things, so we have the same quest completions, the same rep, the same everything, yet my character can get the next quest, “When a Plan Comes together” and hers cannot.
The section at the top of the quest log that is supposed to tell you what to do to continue the war campaign is not doing so, because it wants us to skip this and go to Nazjatar to unlock the Heart Forge, but we aren’t at that spot in the story yet. As I understand it all rep requirements were removed (and we have the same rep anyway) so I can’t honestly think of what could be causing this. If anyone has encountered this or has any suggestions please offer some wisdom, we are stalled out now until we can figure this out. 
Pretty sure u have to start the nazatar campaign to continue the story.

But my character has not started the Nazjatar campaign and has the next quest, so that cannot be it.
It would probably help to have some character names. Yours and hers. We might be able to better track down where you are that way.
My character is Hokkanu-Doomhammer and hers is Miwa-Doomhammer. Thank you for your reply.
From what I can see, her character did not start/complete “With Prince in Tow”, so she doesn’t qualify for the next quest yet.
She did, we did it together. Since we both did it at the same time, she definitely is not eligible to pick it up again. There must be some kind of issue with it flagging her having completed it? We’d have no problem re-doing the quest, but if we can’t obtain it, that’s a whole different problem.
That isn’t what I see on the character you gave me, Alvessa. I show that she just grabbed it though. 
Yes, after you said that she logged in and we tried to see if we could take the ship back out to the middle of the ocean which worked. Thank you so much for your help Vrakthris, now we can continue. Really appreciate it.

Anyone stumbling across this… be sure to complete all the quests on the boat before you leave the great sea. at some point you have to go into the hull of the boat to complete one.
