I have warband renown 23 with Valdrakken and I can’t seem to get the quest from Kaestrasz to get the Tame Dragonkin book.
Do you see Renown 23 in game, Tankaheal? Looking at the Armory page it looks like you are at 22. That is also what I am seeing on the back-end in my tools.

Sorry for the late response. I was at work. After reviewing, it turns out I was blatantly looking at the wrong renown. Thanks for the heads up.
