Unable to find NPC in Stormwind for Kalimdor Cup

According to the patch notes: Events

• The Kalimdor Cup is now open to all players level 30 and above. NPCs have been added to Orgrimmar and Stormwind to start the quest and spend your winnings.

I have looked all over, or at least everywhere I can think of, and cannot find this NPC.

Not to state the obvious…but saying to “start in Valdraken” does not help the OP in any way. They quoted the patch notes saying that an NPC would be added to SW/Org.

OP, the problem is that the NPCs haven’t been implemented in live per an EU blue post a few hours ago…

Hey folks! We’ve made some changes to the availability of the Kalimdor Cup. Players level 30 and above will now have access to the races, intro quest, and rewards vendor. This availability now extends to players that don’t own Dragonflight or have not yet learned dragonriding. We’ve also added Lord Andestrasz and crew to Stormwind and Orgrimmar for convenience.
