Unable to complete Quest

I think my character is stuck in an instance. The NPC that i need to speak with doesn't appear to me, but clearly appears to others.

Possible phasing issue.

Do you have any uncompleted quests, or quests your dropped along the way?

What NPC? For what quest?

It's for Waycrest Manor, Draining the Heartsbane. Return to Lucille Waycrest. I can see the question mark in yellow on map but when i go into her cottage, the NPC doesn't appear. However, she does appear for others.

If you are having trouble turning this in because Lucille Waycrest does not show up in Arom's Strand, here's what to do. If you haven't taken the Q 'Fallen Mother' to complete at the same time as doing this dungeon, go to the courtyard at Waycrest Manor where you can pick it up, accept it from Lucille, then go back to Arom's Strand & she will be inside the building waiting for you to turn in Draining the Heartsbane. You can then either go ahead & do Fallen Mother (effectively the same damn Q) or simply abandon it. You don't need this for the Pride of Kul Tiras achievement.

This issue seems to occur because Lucille can't be in 2 places at once.

I went to the courtyard and she wasn’t there. I havent started drustvar due to getting to 120 before starting but i managed to get one of the previous quests from her. Do i have to quest through drustvar for her to appear

Yes its a phasing issue that requires u to be at a certain point.

Lucille Waycrest can be a little tricky as she tends to move a lot as the story in that zone unfolds. Other parts of the story make her entirely unavailable. If you are unable to turn in a specific quest to her work on completing other quests in the area and she should eventually show up. After you complete Waycrest Manor: The Fallen Mother, she should be more reliable and allow you to turn in the quest from Arom’s Stand (if you still have it).
