I’m unable to put a ticket in because the automated system won’t give it to me since normally you’d need a higher rank to dethrone but all of our top ranks have been inactive for over a year. Can I get control of the guild so that it can be used?
I’m afraid not. GMs are hands off since putting control in the hands of the guild master, with the sole exception of you being the original guild leader.

The only exception is if you were the original GM, but Ekon is correct. If you are not of high enough rank, there is nothing you can do to dethrone the current GM. The only other way you could take over is if you can reach the previous GM/officers and try to negotiate something with them to help get you properly ranked or promoted. But outside of that, you have no recourse if you’re not of the appropriate level.
