Ulthalesh, the Dreadwind Harvester cannot be obtained during Chromie Time, Legion until Warlock player is at level 49. During the Dark Riders scenario for obtaining Ulthalesh, the step “Spirit Barrier Crossed” requires Demonic Gateway, which is not in the players spell book unitl level 49 so new players selecting Legion and trying to obtain Ulthalesh are stuck.

But it looks like a lot of the artifact quests have similar issues:
Almost all of these are skill related and blocked behind level. Unfortunately quite a few aren’t ‘skippable’ in any way shape or form because they block orderhall unlock.
All of this just proves how ridiculous it is that they keep pushing basic class skills further and further up towards level cap.
They definitely did not consider skills and Legion Order Hall quests in the leveling revamp.
I has come to my attention that Priests also have an issue similar to these during their class order hall campaign. At some point they have to mind control an NPC to rescue another, but mind control is a level 34 skill.
It’s not just that, the artifact quests often assume the player has flight in old world content.

September 6, 2022 - the same issue still exists - affliction warlock cannot complete the artifact questilne for the deadwind harvester in chromie time because you have to have the gateway spell to cross the barrier “Spirit Barrier Crossed” portion of “The Dark Riders” questline (stage 2: Grasp of the Damned)
I was able to complete that quest a few weeks ago by running through the grasping hands. I took surprisingly little damage.
I originally reported that some months ago and never heard anything.
My experience was quite different, I tried running in and took massive chunks of damage in the first few steps, and backed out quickly.
