You are seriously overestimating government capabilities.
Theyāre fine when figuring out tech created by other sovereign nations or splinter groups.
If there are really other beings visiting our planet, our smartest people are still primitives comparatively and are just as clueless as the rest of us.
I donāt know if itās a stunt or not, but I donāt believe weāre being visited by anyone. If they wanted our planetary resources, they would have already taken them before we squander everything ourselves. Anything earth has to offer is probably in tremendous abundance in the universe and if they can get here from wherever they are, itās probably trivial for them to find more water/resources elsewhere.
If theyāre observing us, weāre a novelty to them. Nothing more.
If theyāre trying to assist us and guide our civilization, then I canāt help but feel weāre disappointing them much like a virus would disappoint a researcher when it doesnāt behave in any expected way.

Had a friend in college who was huge into conspiracies and the new world order stuff. He used to say everyone would know it was in full effect when we have a huge pandemic followed by ww3 and a fake alien invasion. It was all to unite the world into a one world government.
Pretty funny how in the last stages of this pandemic, we have extreme attacks in the middle east and the government is coming out about aliens. Heās probably losing his mind right now.
we can only hear and see a tiny fraction of the spectrum. Actually we produce highly specialized energy in forms of our Emotions. Worship, Anger, Sexual releases, Anguish and a myriad of others all these we project and although our own sensory organs cannot see them it is produced. A parent protecting their child from hard releases immense emotional energy of a particular frequency. Just like losing a child produces a similar one if not greater.
So on this place we call earth we are constantly churning up all these energy bursts and whomever or whatever put us / or created us here is just harvesting us throughout the ages.
