TWW Pre-Patch Blitz ilvl Scaling To 499 (Even w/528 Gear)

I cannot find notes on why the Blitz (SS RBGs) in TWW Pre-Patch is scaling everyone to 499 ilvl instead of what their gear can actually scale to in PvP.

I do an Arena, Random BG, WPvP, or hit the PvP Tgt Dummy in Valdrakken and my PvP ilvl goes to 528 (as it should since I’m full CP gear). But in Blitz, since Pre-Patch, everything scales to 502.

Noticed this as well and strangely enough, my PvP ilevel was indeed 528 this morning (in Solo BG Blitz), but this afternoon it started to scale down to 499 out of nowhere.
