Twink infested brackets that just stomp every leveler in to the ground is pure and utter hyperbole.

Certain brackets, like 19-39, are swarmed with them. Maybe 110 was, and 119? So all the brackets in between get the worst of it.

Even Juga, someone who didn’t think twinks were an issue at all until just a month or two ago, can admit certain brackets were a problem.
