I am exalted with the Tushui Pandaren but the mount vendor only offers a 16 slot bag and the Tushui tabard.
The Tushui Quartermaster only sells a bag and a tabard. You are probably looking for “Old Whitenose” who sells the turtle mounts.

The turtle mounts are sold by Old Whitenose. Both Old Whitenose, and Adherent Hanjun are located in Stormwind outside of the Dwarven District, on the island with the Pandaren hot air balloon hovering over top.
