Theres a pvp talent that increases my chaos bolt damage by 65% against even pve targets so turning war mode off is a huge negative impact to my damage on world quests. I think pvp talents that affect damage should not be implemented in areas with mobs, keep it with instanced pvp.
What was wrong with how legion pvp talents worked? Why did it have to be changed?

They should just make it, since pvp talent afterall, increase damage against players not on mobs.
