My character on my other account (Soulofursoc-Zul’jin) started the dragonriding quest during the first free trial, had a dragon added to his mount inventory, fell to the ground. With no indication of how to get back up to the platform and no useful information on what I was doing wrong, he hearthed out of the zone and didn’t buy the expansion.
Fast forward to today, trying to unlock the portal to Valdrakken. He no longer has a dragon in his mount inventory. Using flight form I managed to do up until the last quest, that turned out to be a surprise race. I was told to use [Surge Forward] and [Skyward Ascent], but don’t see these abilities. I have a vigor bar with 5 globules on it, but no vehicle bar. Is there supposed to be one? Is this a required quest that has been made impossible to do due to changes to dragonriding?
It isn’t a vehicle bar … the dragonriding / skyriding abilities are placed on your 1st action bar.
You can arrange the abilities as you desire on the 1st action bar.

From what I can see, Opalunaiya, you have the Renewed Proto-Drake in your mount collection. That is the mount you are awarded when you complete the Dragonriding quest.
The abilities such as Skyward Ascent and Surge Forward should be found in your spellbook. When you summon your mount your main action bar should switch to a new bar that you can place those abilities on, if you don’t have them already.

Found them. But having to toggle back and forth between action bars is weird.

Your abilities are in the Spellbook, under General tab. You can drag them to the action bar from there if you wish. The ability for the flyout menu is called Skyriding.

It’s under the general tab in your spellbook.

You might not have as many abilities until you unlock them, but you should have the first few that allow you to use your mount.
