Currently, the “Transmog Roll” does exactly as it say, the gear gets rolled into hands of someone who rolls “Need”.
It doesn’t matter if you have better gear, Need is better than transmog, and that shouldn’t be the case. It sucks when I win a Need roll for just transmog, and someone actually needs it.

Transmog Roll should work as:

Why are you rolling Need just for a Transmog when someone else actually needs the gear?
Because, Transmog is the true end game.
Look at who rolls need on any item. 99% sure that person has better gear.
Especially when LFR gear has multiple look unlocks when upgraded.
It isn’t a good system. Transmog Roll should unlock the appearance, while someone who votes Need, gets the transmog and the item.
Need rolls can be won still even if you have a better piece due to attributes. Maybe the piece has better attributes for your class/spec and thus you can still win the rolls.

Correct. It shouldn’t be like that. Transmog Roll should be reworked.
Just from observing. You can see who wins the roll and inspect the player who won it, chances are they have better gear.
I’m also sorry that you lost some rolls.
People with “better gear” aren’t rolling Need for item level. They can roll Need if the piece has better attributes.
That or you’re looking at people putting on their newly acquired piece immediately since they’re likely still in the middle of the Raid or Dungeon and the better stats are good on the go.
I dont care if they change it or not. Im rolling ‘need’ on EVERYTHING.

Transmog is there for items I can’t use but like the look of.
Need is for an item I can use and/or like the look of. How I’ve treated it from when rolling came back
Really they just need to make it so you can’t need on things that are equal or lower to whatever you have for that item slot, as long as it matches your armor class. And that includes in inventory and bank
Or people could try not being sociopaths and only roll need on something they truly need.
Tmog button is a duplicate of the “pass” button.
When the playerbase fails to hold themselves accountable it falls on the developers to do so

Trying to think of an actual downside to this, and kinda can’t aside from maybe “too many mogs” lmao.
I feel like it should work something like that. 5 people roll need on Tier Piece and 8 people roll transmog.
Instead of everyone who rolled Transmog getting it, just have the 1 of 5 get the item that needed and 1 of 8 who rolled transmog get the actual transmog unlock but not the item.
Blizz wouldn’t let it happen any other way that I can think of because it would reduce people redoing raids now and later to get tmog sets.
Definitely, transmog rolling option as it stands now is basically passing, and that sucks and isn’t a good feeling for anyone who wants the appearance.
There needs to be a change, preferably something like this.

Transmog roll is pointless. Those who want it for transmog will roll need if the option is available majority of the time. It all comes down to trust, and we all know majority of this playerbase doesn’t trust one another due to past bad experiences. So I do agree with OP, because you might as well hit pass if you’re hitting that transmog button.
I know I would absolutely start running LFR and even Normals with LFG just for the chance at transmogs. I’m solo all the way, but transmogs are awesome lol. (We got some really good looking ones in DF and TWW so far looks to be the same)
Gear always gets replaced while transmogs are forever.
