Anything that doesn’t have a vendor amount is 1g to transmog. So it’s not so much an exception, it’s just how zero cost items work. 
Same here. And I do it on a lot of characters. I literally spent two hours last night changing my outfits to find one I was happy with before I went to run Delves. lol
