I have the Interrogator’s Flensing Blade (heroic) in my bag, I have equipped it but I cannot transmog it. I am not having the same issue with the Hirukon’s Radiant Reach Blade. All other mogs are working fine.
Which character is having the issue? Are you attempting to transmog over an equipped 1-handed sword, mace, or axe OR some other sort of weapon?
1-handed swords (that are not Artifacts) are only able to transmog over a 1-handed sword, 1-handed axe, fist weapon, warglaive, or 1-handed mace.

It is for a one handed sword on my DH, the thing is it doesn’t even show up in my mog inventory.
What class is the character that currently possesses it? Are they the same character that collected the appearance you’re not having issue with?

Where are you checking, Athelstan?
If you are looking in your Collections, make sure you have “Collected” checked, you didn’t seem to when I looked.
If you are at a Transmogrifier, it should be the second option from what I can see:
