The moment patch drops if doing hard modes as fight lengths will go up a ton while hodir is vary much a fire fight that if you want to kill week 1 stacking fire mages will be an option.
Arcane favors short fights which is among the reason it dose well in naxx. Prog and long fights it drops in value.

Also, fire is viable in tier 7 after getting close to BiS. You just have to get around 40% crit on fireball.
Fire will outperform from day one unless you’re extremely comfortable with the mechanics of every fight and can minimize movement. This is because every time you move as arcane you lose a lot of dps, whereas fire is able to move during hot streak procs and rebuffing living bomb.

I’ve seen fire mages get crit prio in WOTLKC and still go crazy just gotta find a team that’s okay with you hogging all the cloth crit
This isnt necessarily true. With 2 minute evocation cooldown the fight length doesnt hurt arcane as much anymore.
Not a mage player and honestly don’t know much about the class, but the main mage in our guild (full 99 parsing, tryhard, sweaty player) has linked graphs of fight length and simmed dps for Uld and he seems to be of the opinion that arcane just outperforms fire in general all throughout Ulduar.
Maybe there’s variance in the actual fights depending on mechanics, but fight length doesn’t seem to matter.
And your point?
Arcane not being hurt as much by fight length is vastly different than than it being better than fire. While it doing better on longer fights than it used to, is vastly different than arcane not favouring short fights. It is fact arcane favours short fights while yes they can do well in long fights they do worse than fire in long fights without outside support and you are not likly to get that support on prog.
While hodir esp favors fire while we are seeing fights in uldar take upwards of 8 min (firefighter). Arcane is still needing innervate cds in order to keep up with fire and when fight lengths get high with high damages healer mana becomes an issue. To the point of using one of fusion firefighter logs as an example there holy preist used 4 innervates and still was having mana issues. Partly since they were trying to reduce healers.
The 2 min evo cd has no relevance to the discussion. The discussion is a topic of arcane vs fire not a discussion of what tools arcane has. The question is if it’s better than fire or not and the general consensus for uldar prog is no. You will see most of the upper end guilds having their mages as fire in the fights that matter. While some shorter fights we are seeing them play as arcane any fight where there healers mana is in question fire is showing up more largly due to and said arcane doing worse in longer fights as in longer fights they can’t alone get enough mana to sustain there dps as the same level as fire unless you are over healing so can soak inverates in which case the topic is moot as would gain more dps by droping a healer.
The other factor being as mentioned above movement. Arcane really wants to plant and turret fights like firefighter you don’t get to do that much. Arcane dose shine on iron council thou with the only time dps matters really being the 40-50 secs at end where you don’t move hard plant and burn. Yogg 0 high movement again thou counters it alg same thing. The easy short fights that your going to one shot anyways ya you can play either as no one really cares about them.

You will most likely utilize dual spec in Ulduar because some of the fights are better as arcane and some of the fights are better as fire.
FFB Double dipping everything is solid.

This answers all your questions. It covers the best specs for every encounter etc. personally I’m going FFB and Arcane, as they both have large benefits depending on the fight for progression and while running FFB I won’t have to swap as much gear / take as much new Ulduar hit gear from my other raiders to perform as well as I can.
