I have two WoW accounts: WoW1 and WoW2.
I’m currently paying for subscription on WoW2 but I want to transfer a character from WoW1.
The problem is the website shop says it’s an “in-game puchase” and I can’t enter my WoW1 classic account because I don’t have game time there.
Is there any chance I can do this without having to pay for subscription on an account I don’t plan on using aside from this character transfer?
It is not possible to transfer a WoW Classic character to another WoW account or Battle.net account.

As Kyzera mentioned, the character transfer service does not allow characters to be transferred between WoW licenses or Battle.net accounts for Classic Era/The Burning Crusade Classic.
For standard World of Warcraft you do not need to have an active subscription to transfer a character but it does usually need to have been logged in recently. In that case, we can sometimes grant some game time so you can do that.
