I understand that there is a way to get items transferred to the other faction using a neutral AH and adjusting prices accordingly.
However you can’t do this between toons on your own account.
So is it against ToS if I roll my opposite faction toon on a separate account and do it that way?
I do not believe there are any Neutral AH’s at this time. I believe all AH’s have been combined, so something put up by one faction is available by the other faction.
Now, although I have used the concept you are speaking of, it is legal, but be aware. Anyone can and will snatch up bargains too good to be true. Again, someone may be watching the AH just for a bargain. Use at your own risk.

Items listed for sale on the Alliance, Horde, and neutral auction houses have now been combined together on a per-realm basis.

Same answer applies there for the Neutral AH. Be aware though that one of the dangers in doing it will be from AH addons that have evolved since the original classic. They can now scan for great deals and buy them out much faster than you can log in to another account.
In the original classic, I mostly used the method to transfer crafting materials. Never had enough gold on any one character to give it away to my other toons.
Well my goal was to use it for gold transfer not items. So if I want to transfer gold from my horde to my all, I just have my ally toon list an item for a large amount of gold I need and buy it from my horde toon. To trade items I’d then use the gold to buy expensive items selling to myself.
The problem with this is that you can’t buy your own auctions on the neutral AH.
You can if the two characters involved in the transaction are on different wow accounts.
The problem with transferring gold in classic is going to be getting the excess gold. Not nearly as much gold in the classic economy as people are used to in retail.
