I’ve made a payment to transfer a lvl 58 priest horde from ERA Whitemane PvP to Mankirk PvE.
Now it says “An error was encountered. Please come back later”.
What should I do about this?

You should open a ticket asking about the error you are receiving and see if the GM can assist you with the transfer. It could be anything from to much gold, mail (arrived or still to arrive), heirlooms, unlearned pets… The list goes on. Open the ticket under the Purchase Failure option.
