I want to transfer a character from my inactive account to my active account. Do I have to activate the account in order to do this?
Both accounts would need to be active in order to transfer a character.
You can submit a ticket and ask for a day or two of game time on the inactive account, Blizzard is usually willing and able to help in these situations; as long as it’s not something you’ve asked for in the recent past.
