I see you are level 60, i am just thinking about may be there is level restrictions going on, but i do not have any lvl 60 characters currently.
Have you tried tormentors as lvl 60? May be there is a way to workaround.

It’s been a bit, but last year I was doing Chromie-Time for SL simply because I couldn’t access SL any other way thanks to the Anniversary event breaking skip-mechanics and forcing people through the slog of the chapters. I saw Tormentors of Torghast up but didn’t see a progress-bar during that time; would have felt a spike of excitement if I did.
This is still bugged after a handful of years, and like many issues still broken in Shadowlands, you get an auto-fix response that does not work and if you try to make tickets about it, they get flagged for repetition and closed. The poor customer care and lack of addressing these issues publicly are one of the primary reasons I don’t recommend others to play WoW simply because their experience is going to be more broken than a meta-event in The Desolation of GW2. It’s simply poor etiquette to bring newer players in for an ‘enriching experience’ while revealing what they ordered was labeled “Fragile - Will Contain Numerous Buried Bugs & Staff Do Not Fix”

Blizzard EU has a blue post on this and pinned info post FAQ
it’s been 8 months, and from what they say, i doubt we will see a fix anytime soon.
imo the easy fix for blizzard is to drop this portion requirement of the meta achievement, this is not new to them, they have done it on other achieves
