How is Blizz handling poorly balanced realms , is it done like WG , I just dont see alliance owning TB on Arugal hence missing out on raid tier gear
It’s handled like WG in the way that it’s an instanced battleground now.
But the actual Tol Barad zone that’s active in each realm is owned simultaneously. Quest givers for both factions are there 24/7.

Arugal Alliance has won before, either way it likely doesn’t matter who wins, will probably work like WG in WotLK where anyone can go in regardless of who wins.
