Of course, they still exist de jure. There are hundreds of laws that exist de jure. For one of the most ridiculous examples there’s a law in some states that women cannot undress in front of a picture of a man. It’s never enforced so de facto in might as well not exist.
I’m sure there are many players that despite all evidence to the contrary expect the rules to be followed. Their blind faith in the laws or regulations as they exist de jure is astonishing to me when the obvious reality is de facto they are not enforced.
You’re comparing laws that are hundreds of years old to a ToS that we have to agree to every six months it seems as it pops up before we login when it’s changed.

Because we don’t know that. Sure there might be some common commotion about people getting away with buying gold, but I myself have never tried it, so I wouldn’t have personal knowledge of it in that regard. I don’t know who they are banning if anyone. I just assume they should be because there are rules governing it, and they make occasional announcements. I also get in game mail regarding reports, though that’s mostly for bots farming herbs/mines.
Since blizzard won’t release the data we will never know. What I do know is that in the first several years of wow I regularly read on chat reports of people who were banned and followed the discussion of things like their guild, raid progression, ease or difficulty of replacing him etc. I have never read or heard of anyone who was banned, not suspended for a few days, but banned for buying gold in classic. What ever the rules on buying gold might be, de jure, as far as I can tell they are de facto unenforced.
Yeah maybe that’s a fair assessment. I don’t know. I wouldn’t be absolute if I were you, but I’m sure the lack of presentation of bans emboldens more people to buy, and they talk about it.
This is why I bought 2 tokens. I now have to necessary gold level my professions, never worry about lack of funds for training, and mount skills.
You could’ve just bought the same amount of gold for half the price from a gold seller and faced 0 risk of punishment anyway.

Not really, I’ve met hundreds of players in classic that have bought gold. Haven’t met a single one that’s been banned.

I try to spend as little time on there as possible. People are disgusting with open mics. Tech is too advanced. People can use the bathroom with wireless headsets now. I don’t need that intimate time with people.
The last thing I was going to mention is most people aren’t committing resources to investigating this matter. They just know it’s against the rules, so they don’t do it. They know some do, and they put their account at risk in doing so. Few are going out of their way to collect data on blizzard’s actions.

To be fair, I don’t recall anyone getting banned for it during classic’s initial release. Not saying it didn’t happen, just that I don’t remember it happening. That said, our guild had several very high profile players get banned for purchasing gold during SoM. So it does happen.
Noone got banned for gold buying during som. People got banned for afking in BG’s, but they didn’t get banned for gold buying.
