Quest To the Skies is not completing.
The part: Assault the Lightning Vein Mines.
The Taoshi stays still and the gate doesn’t explode, it’s open but the mission doesn’t complete and when I leave the mission area my character is teleported to the nearest graveyard for not having completed the mission.
I just did this quest on my Vulpera Monk. I’ve done it several times before at various times, so after you kill the Slavemaster and Lorthemar enters, two mages are supposed to open a portal back to the camp. This time? No portal. If you try to run out, you get yanked back; the Sunreaver teleport ‘toy’ keeps saying ‘wrong zone’. I quit and redid it, and the exact same result came about. I finally hearthed and flew back, and got to turn it in but that’s seriously the long way around. It can’t have been screwed up for too long - I think my previous run was late in BfA.
As of today still bugged… tried to do this on a mage… teleported out and flew back to turn it in. I guess killing the boss too fast did it?
Doing this campaign on my DH right now, and the same issue has happened to me. 
Today I got caught up on the same thing and what worked was:
Go to the group finder and start searching for a group
Then leave the instance
I got teleported back to the camp and the quest was ready to turn in. Hope this works for someone else!
Still bugged - no portal back to main camp and if I try and leave I get the your abandoning the quest and ports me a graveyard.
Nov 12, 2022 - bug still exists. No portal has opened and it brings you back to the graveyard if you keep trying to leave the area to go and turn in the quest

Quest is still bugged. killed boss to fast. no portal appeared and i had to hearth and run all the way back to turn in the quest.
Just did this and am stuck with nothing to progress the quest.
EDIT: So I just right clicked my portrait and left the instance and it took me to the Violet Rise camp and I was able to turn in the to the skies quest.
I was in the same boat. Since the portal wasnt appearing i went to the graveyard and ran all the way back to the barracks, but the npc to finish the quest wasnt anywhere. There was another thunderwing there, and it had a button to mount it, so i did, because nothing else was there, and then i couldnt get off. No dismount button. Nothing could get me off the thunderwing. Ended up using my hearth back to org, and flew back to the Shadow-pan outpost, where I initially got the quest, and there was a portal in the same spot. Managed to get back and finish it.
So yea anyone having the same problem, just hearth back to org and fly back.

Still bugged in Jan '23. Just right click on your portrait and leave instance as Meowyin said. It teleports you back to quest turn-in area.

As of 5/16/23 same issue. I joined a group for a dungeon and then left it once I entered. Teleported me back to camp where I could turn in the quest.

Still bugged and this worked… TY
I right clicked my character’s portrait and then clicked “leave instance group” and it worked for me.
Can’t believe this is STILL BROKEN.
