I edited my original reply since I can’t give Blizz any chance to majorly screw us over again after Legion. Still hate that blasted artifact with all my aching undead heart. Almost as much as what became of the artifacts when Legion ended, but the former still hurts much more I think.
The debated is settled. Frostmourne is for Frost DKs only.

I think it should be for all DKs honestly, especially if the artifact tmog restrictions are lifted (which I would like honestly, especially to use Doomhammer with a shield). But yeah, Frostmourne should be for mainly Frost DKs. That, I completely agree with you on.
Yeah you can find threads made by me in the old forums saying all DKs should get Frostmourne. Of course, contrarians exist in this and every age, so we had our share then too.

tbh, you should be able to transmog all artifacts regardless of your spec
