Timewalking Vendor Issue?

I have a couple of low level (20’s) Maghar alt characters and I journeyed to Dalaran to spend some of my anniversary awarded time-walking badgers but the vendor isn’t showing any items.

Just curious, is there a level requirement you have to be to purchase or even see any of the items the time-walking vendor will offer for sale/trade?

It was a change made with Patch 8.2.5:

Timewalking vendors now restrict their wares to those who can participate in their respective Timewalking events.
