Well, it is an exploit because everyone knows it is a bug.
When you take advantage of a bug, it is called exploit.

It’s Blizzard letting lvl/ilvl scaling get out of hand.
You will never be more powerful than you are when you hit level 10 or so. Every level you work for after that point makes you weaker and weaker.
Again, it’s Blizzard mishandling balance in their own game for 20 years… not an exploit or a bug, the game was designed into a bad direction.
I do not understand why people think this is a problem; the biggest reasons for doing time walking dungeons are power leveling, rep grinding and farming TW tokens, none of which is made “better” by normalizing scaling.

This is LITERALLY HOW BLIZZARD DESIGNED THE GAME. It isn’t a bug… IT’S BY DESIGN.
Nothing is being exploited, there are no bugs, it’s how BLIZZARD SET UP THE GAME. The low levels doing absurd damage is because of level scaling and because all players get put into the same leveling dungeons, meaning low level players have to compete with high level players, and the way Blizzard solved this was… … … BY PUMPING THEIR NUMBERS TO ABSURD LEVELS.

The aren’t doing millions of damage… They are doing a couple hundred the damage just gets scaled to your level on dps meters.
People purposely lock exp at level 11 for the purpose of taking advantage of a broken scaling to one shot dungeons is a exploit. No one is supposed to do this.

Level 11 characters equipping iLvl 60 gear.
That’s just how scaling works.
Works for level 71-79 as well. But you need more effort the gear up
I’ve explained things to you a few times now. An exploit or bug would be an player instigated abusive practice, which isn’t what is happening here. What’s happening is people are fully utilizing rules which Blizzard themselves encouraged.
Again, Blizzard is to blame here, not the playerbase. If Blizzard ever bothered to fix their game this wouldn’t even be talked about.

No, because, again, this is what Blizzard wanted. They intentionally set up the game so that low level players do absurd damage and healing. They did this, not the players.
A person going out of their way to gear a level 11 because that happens to be the strongest a character can be… says more about Blizzard and the game than it does the player. Imagine that being powerful in game required that you never level… well, that’s how they designed things… and this isn’t new, this has been a Blizzard made issues for YEARS now.
Just let them keep shouting into the void. Timewalking is working the way Blizzard wants it to. They’re fully aware of the scaling “issues” and are actively choosing to keep it the way it is. Do I think scaling could be improved to make the experience better when low and high levels group together? Sure. It is an exploit? Absolutely not.
They can shout all day into the void, but nobody is going to get actioned for “exploiting” no matter how loud they shout.
